* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of southeast Kentucky, including the following counties, Bell and Harlan. * WHEN...Until 745 PM EDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... - At 445 PM EDT, Doppler radar indicated heavy rain due to showers and thunderstorms moving repeatedly over the same locations. Minor flooding is ongoing or expected to begin shortly in the advisory area. - Some locations that will experience flooding include... Harlan, Pineville, Cumberland, Loyall, Evarts, Lynch, Benham, Wallins Creek, White Star, Teetersville, Elcomb, Tremont, Kentenia, Sunshine, Mary Alice, Tway, Baxter, Grays Knob, Liggett and Harlan Gas.
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles.
