* WHAT...Mixed precipitation and widespread blowing snow expected. Total snow accumulations between 1 and 3 inches and ice accumulations around a light glaze. Winds gusting as high as 40 mph. * WHERE...Portions of northwest Minnesota and northeast and southeast North Dakota. * WHEN...From 7 AM this morning to 7 PM CDT this evening. * IMPACTS...Plan on slippery road conditions. Falling and blowing snow, frequently reducing visibility below a half mile, will make travel difficult, especially in open country. The hazardous conditions could impact the Tuesday morning commute in the Devils Lake Basin and evening commute in the central and northern Red River Valley.
