Winds gusting as high as 40 mph. * WHERE...East Slopes of the Oregon Cascades. * WHEN...From 5 AM Wednesday to 5 PM PDT Thursday. * IMPACTS...Periods of moderate and heavy snow will combine with low visibilities to create difficult driving conditions.
