* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of the Panhandle of Texas, including the following counties, Hemphill, Lipscomb, Ochiltree and Roberts. * WHEN...Until 1115 PM CDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos. * ADDITIONAL DETAILS... - At 813 PM CDT, Doppler radar indicated heavy rain due to thunderstorms. Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Stay away or be swept away. River banks and culverts can become unstable and unsafe. Remain alert for flooding even in locations not receiving rain. Arroyos, streams, and rivers can become raging killer currents in a matter of minutes, even from distant rainfall.
