* WHAT...Urban and small stream flooding caused by excessive rainfall is expected. * WHERE...A portion of north central Texas, including the following counties, Collin, Dallas, Kaufman and Rockwall. * WHEN...Until 1100 AM CDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. River or stream flows are elevated. Ponding of water on roadways is occurring or is imminent. * ADDITIONAL DETAILS... - Doppler radar indicated heavy rain due to rain and thunderstorms. This will likely cause urban and small stream flooding. Low lying and/or poor drainage areas will experience minor flooding in the advisory area. - Some locations that will experience flooding include... Dallas, Plano, Garland, Mesquite, McKinney, Carrollton, Frisco, Richardson, Allen, Rowlett, Desoto, Wylie, Rockwall, Lancaster, The Colony, Farmers Branch, Balch Springs, University Park, Sachse and Terrell.
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Stay away or be swept away. River banks and culverts can become unstable and unsafe.
