Description: 
At 1020 AM CDT, Doppler radar indicated heavy rain continuing to fall across the warned area. Between 2 and 3.5 inches of rain have fallen just this morning near the Rockwall, Heath, Forney, Crandall, and Oak Grove areas. This heavy rain is in addition to rainfall from previous days, so any additional heavy rain moving across this area will worsen any ongoing flash flooding. HAZARD...Dangerous flash flooding caused by thunderstorms. SOURCE...Doppler radar indicated and emergency management reported flooding. IMPACT...Flooding of small creeks and streams, urban areas, highways, streets, and underpasses as well as other poor drainage and low lying areas. Ponding on roadways is imminent or occurring. Some locations that will experience flash flooding include... Dallas, Garland, Mesquite, Rowlett, Wylie, Rockwall, Balch Springs, Sachse, Ennis, Terrell, Seagoville, Forney, Kaufman, Royse City, Heath, Fate, Sunnyvale, Crandall, Combine and Talty.
Instruction: 
Dangerous flash flooding is occurring or is imminent, particularly for low-lying areas. Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Stay away or be swept away. River banks and culverts can become unstable and unsafe.
