Description: 
At 625 PM EDT, emergency management reported thunderstorms producing heavy rain across the warned area. Between 1 and 3.5 inches of rain have fallen. The expected rainfall rate is 0.5 to 1 inch in 1 hour. Additional rainfall amounts of 0.5 to 2 inches are possible in the warned area. Flash flooding is already occurring. HAZARD...Flash flooding caused by thunderstorms. SOURCE...Emergency management and media reported. Several roads in Knoxville are flooded, with at least two stalled vehicles. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. Some locations that will experience flash flooding include... Knoxville and Bearden. This includes Interstate 40 in Tennessee between mile markers 381 and 394. Avoid known low spots! Flood waters may obscure significant depth.
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be aware of your surroundings and do not drive on flooded roads.
