A Tropical Storm Warning and Typhoon Watch have been cancelled for
the island of Guam and adjacent coastal waters.
.AREAS AFFECTED...
This local statement provides important information and
recommended actions for people in Guam and the Northern Marianas.
.WATCHES/WARNINGS...
A Typhoon Warning continues for Rota, Tinian, and Saipan.
Although tropical cyclone watches or warnings are no longer in
effect for Guam, possible impacts from related hazards are still a
concern.
A Flood Watch is in effect for portions of the Northern Marianas.
Please listen closely for any Flood Warnings that might be in
effect for your area.

.STORM INFORMATION...
At 2 PM ChST...the center of Typhoon Sinlaku (04W) was located
near latitude 17.4N...longitude 144.5E. This was about 90 miles
west of Alamagan, 95 miles west-southwest of Pagan, 120 miles
southwest of Agrihan, 175 miles north-northwest of Saipan and
Tinian, and 270 miles north of Guam. Storm motion was north, 355
degrees, at 4 mph. Storm intensity was 115 mph.
.SITUATION OVERVIEW...
The eye of Typhoon Sinlaku (04W) is moving slowly north and the
eye is well north-northwest of Tinian and Saipan. Latest satellite
imagery indicates that the storm center has just begun to shift
toward the north-northeast. Typhoon Sinlaku has been slow to move
out, and the TS wind field has expanded since earlier this
morning. This kept the northern coastal waters of Guam just within
the tropical storm force winds until just earlier this afternoon,
and Saipan and Tinian are now just outside of the outer edge of
the destructive tropical storm winds. Typhoon Sinlaku is now
moving through the northern CNMI just west of Alamagan, Pagan, and
Agrihan. As Sinlaku moves through the northern CNMI today and
tonight, it is forecast to curve further to the northeast, passing
north of Agrihan Friday.
Instruction:
People should remain in a designated shelter or in a sturdy and
reinforced concrete building to ride out the storm as tropical storm
force winds are occurring at Rota, Tinian, and Saipan. Due to the
size of the storm, the latest forecast has tropical storm force
winds continuing at Rota for the next few hours this afternoon,
and very late tonight for Tinian and Saipan. Even when winds
start to decrease, remain indoors until the "all clear" is given.
Strong to tropical storm force gusts remain a possibility for the
next day or two, especially with any passing shower.
Destruction of remaining metal roof homes remains possible.
Electricity and water will remain unavailable for days and perhaps
weeks after the storm passes. Most trees will be snapped or
uprooted. Fallen trees may cut off residential areas for days to
weeks.
Stay indoors during heavy rain and windy conditions associated with
Typhoon Sinlaku (04W). The window of time to complete preparations
for the protection of life and property has closed. Find shelter to
ride out the storm. Remain in a sturdy shelter until the "all clear"
is given. Heed the advice of your local emergency managers and
officials, and continue to monitor forecasts by your local National
Weather Service office in Tiyan, Guam.

Northeasterly tropical storm force winds around 65 mph are expected
this evening with typhoon winds around 75 mph possible as Sinlaku
passes to the west, and winds shift towards the southeast. The
size of the storm and overall storm motion will maintain southeast
tropical storm winds through Friday afternoon as Sinlaku
continues on its accelerated northward trek after exiting the
Marianas later in the week.
.COASTAL INUNDATION AND SURF INFORMATION...
Seas of 20 to 30 feet remain possible, with dangerous surf and
significant coastal inundation and beach erosion possible.
.OTHER STORM EFFECTS...
Heavy, intense rainfall with TY Sinlaku is likely tonight and
Friday, bringing additional rainfall amounts of 4 to 6 inches by
the weekend, with rainfall amounts upwards of 10 to 15 inches near
the center, as the system moves across the northern CNMI. The
exact track of Sinlaku will determine where the heaviest rainfall
will set up across the islands.
