* WHAT...Urban and small stream flooding caused by excessive rainfall continues. * WHERE...Portions of south central New Mexico, including the following county, Dona Ana and western Texas, including the following county, El Paso. * WHEN...Until 300 AM MDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Ponding of water in urban or other areas is occurring or is imminent. * ADDITIONAL DETAILS... - At 146 AM MDT, Doppler radar indicated heavy rain due to thunderstorms. This will cause urban and small stream flooding. Up to 1.5 inches of rain have fallen. - Flooding impacts will continue, but no additional rainfall is expected. - Some locations that may experience flooding include... West El Paso, Central El Paso, Santa Teresa, Anthony, Sunland Park, Canutillo, Westway, Vinton, La Union and Franklin Mountains State Park. - http://www.weather.gov/safety/flood
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Remain alert for flooding even in locations not receiving rain. Arroyos, streams, and rivers can become raging killer currents in a matter of minutes, even from distant rainfall.
