...SINLAKU DOWNGRADED TO TYPHOON AND MOVING NORTHWEST... .NEW INFORMATION... Sinlaku was downgraded from Super Typhoon to Typhoon. .AREAS AFFECTED... This local statement provides important information and recommended actions for people in Guam and the Northern Marianas. .WATCHES/WARNINGS... A Typhoon Warning continues for Rota, Tinian, and Saipan. A Typhoon Warning continues for Alamagan, Pagan, and Agrihan. A Tropical Storm Warning and a Typhoon Watch continues for Guam. A Flood Watch is in effect for all of Guam and the Northern Marianas. Please listen closely for any Flood Warnings that might be in effect for your area. Please check the latest public and marine forecasts for detailed information about additional hazards. .STORM INFORMATION... At 1 AM ChST...the center of Typhoon Sinlaku (04W) was located near latitude 15.1N...longitude 145.7E. This was about, 5 miles west- southwest of Saipan, 10 miles north of Tinian, and 130 miles north- northeast of Guam. Storm motion was northwest, 325 degrees, at 5 mph. Storm intensity was 145 mph. .SITUATION OVERVIEW... The eye of Typhoon Sinlaku (04W) is moving northwest and starting to move away from Tinian and Saipan. Winds up to 145 mph are still found within the eyewall, so winds of excess of 115 mph will continue at Tinian and Saipan for a few more hours, but as the eye moves off to the northwest winds will start to decrease. Tropical Storm force winds extend across Rota and just north of Guam. Tropical storm force winds will be slow to subside across the Marianas due to the size of the storm. Typhoon Sinlaku will begin to pass through the northern CNMI just west of the islands of Alamagan, Pagan, and Agrihan, through the latter half of the week.
Instruction: 
People should remain in a designated shelter or in a sturdy and reinforced concrete building. Strong tropical storm force winds are still near the island but will start to slowly decrease later this morning. Due to the size of the storm tropical storm force winds are not expected to end tonight or early Thursday morning, according to the latest forecast from the Joint Typhoon Warning center. Even when winds start to decrease, remain indoors until the government of Guam gives the "all clear".
