At 1054 PM EDT, local law enforcement reported thunderstorms producing heavy rain across the warned area. Between 1 and 2 inches of rain have fallen. The expected rainfall rate is 1 to 2 inches in 1 hour. Additional rainfall amounts of 2 to 3 inches are possible in the warned area. Flash flooding is already occurring. HAZARD...Life threatening flash flooding caused by thunderstorms. SOURCE...Law enforcement reported. IMPACT...Life threatening flash flooding of creeks and streams, urban areas, highways, streets, and underpasses. Some locations that may experience flash flooding include... Wilmington, Newark, Middletown, Chester, Elsmere, New Castle, Delaware City, Newport, Saint Georges, Bear, Port Penn and Mount Pleasant. This includes the following highways... Interstate 95 in Pennsylvania between mile markers 0 and 1...and between mile markers 3 and 5. Interstate 95 in Delaware between mile markers 1 and 23.
